Eastleigh Borough Council are set to become the second SHECANe member to install a combined heat and power (CHP) gas turbine. This energy saving technology will provide heat and electricity to the Council offices and nearby Leisure Centre

Five local authorities from the Southern Home Energy Conservation Action Network (SHECANe) have just completed a project targeting elderly people living within rural communities. The project, co-ordinated by Solent Local Energy Support Programme (LESP), saw five roadshow events carried out across Hampshire throughout November.

Gosport Borough Council has set up a pledge scheme for residents in the Gosport area. People can make a pledge to become more energy efficient with ten energy saving actions and receive recognition on a Climate Change wall of fame.

Two SHECANe authorities have carried out a survey within their areas to see what members of the public feel about climate change and renewable energy technologies. The questionnaire was undertaken by Eastleigh Borough Council and Gosport Borough Council over the last year and has unveiled some interesting results.

Through SHECANe’s Renewable Energy Group the Solar Discount Scheme has been working to help people install solar panels to heat their hot water. One couple who had solar panels installed through the Discount Scheme, give their views on the installation process and the use of the solar panels within their home.

Three SHECANe authorities, Eastleigh Borough Council, Southampton City Council and East Hants District Council, have now completed their Hampshire Solar Streets project to demonstrate and raise awareness of solar water heating. Working alongside Drum Housing Association and Hyde Housing Association solar panels were installed in 15 houses across Hampshire reducing energy costs for tenants and saving an estimated 18,870kWh energy and 3,500 tonnes of carbon dioxide per year.

SHECANe’s Green Resolutions 2004 Project concluded at the end of December, after a year-long energy audit of selected families in Eastleigh and Southampton. The project gave the families a ‘green makeover’ for themselves and their home, and they are now able to live in a more environmentally friendly way.

A new campaign in SHECANe this winter aims to keep residents warm, save them money, and help the environment too. Residents living in Hampshire have been alerted to discounted energy efficiency measures such as loft insulation and cavity wall insulation that will help them to save money on their fuel bills.

SHECANe’s Rural Energy Group have just completed a two month pilot programme with two Rural Outreach Officers working in four local authority areas. The Rural Outreach Officers (pictured left) worked to raise the profile of energy efficiency in hard to reach rural areas of north Hampshire.

Winchester City Council has recently commissioned an investigation into Home Energy Conservation in the district. Consultants completed a full report, establishing whether or not WCC would be able to meet the 30% saving in domestic energy by 2010.

A two week pilot for SHECANe’s Environmental Task Force has just been completed in northern Hampshire. Half a dozen young school leavers worked with Hertfordshire-based charity Working Herts, fitting over 100 rolls of loft insulation to twenty houses in Winchester and Hart Councils.

The recent Government White Paper “Our Energy Future” signalled an important shift in energy policy for the country by setting ambitious long-term targets for carbon dioxide emissions – reductions of 60% by 2050. In parallel with the formation of the White Paper, SHECANe anticipated its headline recommendation last year by considering whether the same target would be achievable for Hampshire and the Isle of Wight alone, over the same time-scale.
